By level 4 or 5, her ac should be at least 28, and it will only get higher the better her dex gets and the better light armor/shields you give her.
EDIT: About the mercenary thing, not only is that very expensive to do but you can also use that logic for every companion in the game save for maybe the succubus character. None of these characters are min-maxed to their highest potential since their stats are designed to both reflect their actual character the most and be spread evenly enough so the player can have more flexibility to customize them more.
Also you can use shield scrolls on her for extra tankiness
Camellia is actually an INSANELY durable front line fighter. once you get her later level spirit infusions, your rapier will basically always have Speed +2d6, or Speed +3d6 depending on if it has base speed enchant or not. She handles 90% of your critical party buffing, and hits exceptionally hard for being a buffer. AC Wise she can easily get into the upper 60's to 80's with the right picks.
once you get to the point where you can pick a second spirit for her, you can pick wind spirit, which gives you a far superior version of Mage armor, and at level 12 she will have an incredibly high base AC from that spell, and can even cast magical vestment on herself, and it actually counts even tho shes not actually wearing armor, for even more AC.
But yeah, don't forget to buff her up with spells like Bear's Endurance, False Life, and Stone Skin before a fight. Protection from Alignment (usually Evil/Chaotic in this case) gives her +2 AC vs a chosen alignment, but it's a deflection bonus so it doesn't stack with a shield. Cat's Grace can give her a Dexterity boost, but it doesn't stack with a dexterity belt. Magic Vestment increases the enhancement bonus of your armor or shield by 1 for every 4 caster levels she has.
Edit: Kinda forgot that higher tier stat belts come with constitution too so if your belt has a Con bonus, Bear's Endurance won't stack with it.
Play light cross bow until level5, and then melee. She actually gets the highest AC in your entire party, unless you have a very creative main character Scaled fist magus monk melee set up for minmaxing AC. IIRC a good one is like Eldritch Scion> Scaled Fist setup designed to minmax ac.
you can really run camellia as a pure shaman end to end, and she wont disappoint. Specially not if you give your whole front line the 'out flank' feat. She gets access to 'keen' property very early, and gives herself like a 15-20 critical threat range, which gives her insane crit rates.
1. Shield bonus is NOT deflection bonus. you can safely use both a shield, and protection from alignment. In fact PFA is crucial to cameilia since she has access to two EXTREMELY good rings, giving her no space for the defelection stat in ring slot. She also cant unequip her neck barring her from Natural armor bonus as well, but her access to barkskin trivializes that.
2. Magic vestment, will also work with Air barrier, which is insane for armor late game, despite it not being an actual piece of armor. Air barrier actually qualifies as 'armor', making air barrier + magic vestment + Iceplant + gives her 17 AC for doing basically nothing and casting one spell.
Best thing you can do for camelia, is take second spirit, air spirit as her mythic pick at mythic 3. my camelia was at 54 AC by level 14
