Question about specific achievement, Spoilers about act 3

The name is " Capitulation Is Now Moot "

It requires to : Defeat Xanthir Vang. Then provoke him. Then defeat him again.

How do I do the provoke part ? I exhausted all dialogues with him I didnt see any provokation or anything

you need to ally first with Jerribeth(for that you need to let her leave with the leader of that village that sees demons as people), and attack the laboratory together, in the last fight you have a evil dialog that is something like "You may be interested to learn that Jerribeth has given me her mark" , and Vang tell you something like "unfortunately for you, my capitulation is now moot" and you get the achievement and the fight starts again

That explains it, I didnt ally with her.

I did this, but didn't get the achievement even after killing Vang the second time.

If you have ever used any mods in your current playthrough ever, you won't get achievements (Barring having used Toy Box as your only mod and checking "allow achievements" on that). I've even heard that you need to do a clean install of the game with no mods to bring back achievements, but can't confirm that as I lacked the patience.
