Is following Nurah's plan the only way to recruit her?
Also can she still be recruited/encountered after chapter 2 if you don't rescue?

No, you can go to the dungeons no matter whose plan you follow. The plan you pick just determines your starting location.

And yes, Arue comes back later. You can only actually recruit her in chapter 2 if you're following the Azata path.

i recruited her as an Angel after saving Drezden and just doing random quests here and there. i must have gotten the quest where you meet her but don't remember getting it. i was surprised when i went to a place and she was there.

Technically you only need to have the Azata path unlocked and not actually follow it and choose it as your mythic path.

So, you can unlock her in chapter 2 even if you later go any other route.

I went through the trouble of collecting the harp and sextant, and I can't even interact with the shrine, lol

when I did it I picked Nuah's plan but that was because I was following the Obi-wan school of traps :)

since you can't choose a path yet... that doesn't matter, what matters is that you "unlock" the potential to get Azata path (i.e you get the dialogue choices "azata path required"), and then actually communicate with her from the Dezna Shrine at the abandoned shrine where you fought the gargoyles.
