And yes, Arue comes back later. You can only actually recruit her in chapter 2 if you're following the Azata path.
So, you can unlock her in chapter 2 even if you later go any other route.
since you can't choose a path yet... that doesn't matter, what matters is that you "unlock" the potential to get Azata path (i.e you get the dialogue choices "azata path required"), and then actually communicate with her from the Dezna Shrine at the abandoned shrine where you fought the gargoyles.
