Gray Garrison key?

How do i get the key to get to the third floor on this place? I've killed everything and gone through the whole place.

There is a mage cultist with a large group in it's own room, on the second floor near the Wardstone

I'm pretty sure the game is bugging out and it's not giving me the key.

It's been a little bit, but to try and describe.. If you orient the camera so that the locked door you need to go through is in the northwest, the cultist and his group should be in a room on the southeastern side of the second floor.

I missed them (several times) on my run through the place before I noticed that room myself.
