If you are talking about act 5 there is a pathfinder person in the market that can retrain you.

I believe your just looking at the Auto level up being off, there is no respec option available to any of the difficulties?

No, it is called "Enable character retrain" and the description is:
"When enabled, allows a certain NPC in the game to retrain your character and companions. Changing this option will change the game's difficulty setting to custom"

It is the 13th option from the top.

To clear misconceptions, core dif and above i think, don't allow character retrains. But for some reason the npc is there, and he retrains all characters for free. If i understood well, that npc is now gone after act 3 for OP, and he's looking for a way to keep retraining his characters.
