You have one, if you character has some magic abilties, like sorcerer, or witch or whatever.
If you open your spellbook, you can see the spells you already learned. You cannot learn them again.
Learning new spells happen through 2 sources: either you find scrolls, or you learn them when you level up.
If you press right on a scroll, you have the option to write it in the spellbook. That way you learn it.
Then don´t forget to open the spellbook again and choose the spells you will be able to use after getting some rest.
You cannot learn every spell from a scroll, because the different types of magic users can learn differnt kinds of magic. So, even the best sorcerer cannot put "healing spells" in his spellbook.
In general, you can see, what scrolls you can use, because they are in a lighter color. This scrolls you check through, until you find the option to put it in your spellbook.
The different types of magic users use different forms of magic. Some can learn new spells by putting them in the spellbook. Others get it via their god/deity. Others, like witches, learn it by hearth. So, not everybody can put spells in their spellbook via scroll. But to explain this in a decend way would needed whole books.
