I killed him

in order to get Delamere you need to advance in the Lich-Story, do not kill her just tell her to stay there thats it, later on you get to her once you progressed through Lich-Story

This is a bit of nonsense: I raised her and I can't do anything with her? I shouldn't have to look this up on a wiki or discussion forum to figure out I need to return later. My first thought was that this was bugged.

you don't have to look it up. You have to do your lich quests first.

It is silly though, you have to be told to go find her and only then will she follow you. Why not take out the middleman?

you need to build a ziggarat in Devan and then build the pillar of bones.

only then can you recruit her

Yeah it's annoying, if you tell her that she is free to go you can find her again later. After you made the ziggurat and the pillar.
