Edit it does say in the quest log it has a red hourglass next to the quest means it will fail if not complted by the end of the chapter
This is why you have a big "point of no return" pop up in the middle of the screen where you have to click "accept" when you chose to attack the garrison. And a tutorial pop up explaining the whole "point of no return". And big red hourglasses on some quests that tell you "will fail if you don't complete this act".
But yeah, other than 2pop up and 1red icon, it's not very obvious :D
You have to save him first from the library. Once saved, he is in the tavern with everyone else. Then he is in the camp in act 2 (he will disappear eventually). Since he is part of the story (kinda), and key to the game mechanically (with the unique artifacts), even if he disappear, you'll get him back through one quest or another.
