They should be able to use talents with a burn cost of 1 once total per day at 6th level and one additional time for every four additional levels, but that ability doesn't seem like it's in the beta yet.
That's for normal kineticists yes, but the Overwhelming soul has an ability that specifically says "she can use wild talents with a burn cost if she can reduce that cost to 0 points with abilities such as gather power". Which I thought is the gimick of this sub class. Otherwise what's the point of this sub class? She has no other benefits.
You can reduce the cost of forms and infusions of a kinetic blast with gather power.
It might just be turn based. Move action Bard/Skald songs do the same thing, they use your whole turn (unless they just fixed it yesterday, I couldn't test the songs anymore because they're Swift actions for me now at higher level).
