EDIT LOL I finally found the path, under a demon army I hadn't cleared.
You get rank 4 in Areelu's old laboratory, which position gets unlocked sometimes during act 3. Azatas even get their private teleport to it. The trigger is a book in the central area, impossible to miss.
The quests in the mythic quest tab lead you there.
I think I see what happened in my case. Not sure if this was specific to the trickster path, but I had an option to crown some random fool a king, and the trickster path prompted me to do it. The problem was that there was the random wait for that event, then some long waits between the stages of that process, including a 14-day long decision to 'prepare the coronation'. In those 14+ days, (more like 30 total by the time all the random events in that quest line had fired) I had cleared basically the entirety of Act 3. Had I taken another route I suspect I could have shaved 14 days off the quest line. This was the quest that culminated in going to the laboratory.
