You'll want to pick up combat reflexes so you get free attacks if when they try to run. But basically if a target gets feared, they run away for a round then run back. So you don't need to chase them typically. You'll also want dreadful Carnage so when you kill someone you do aoe fears. Great stuff.
There is a build I had planned, with two characters enlarged and armed with reach weapons, one scaring everyone and with high hit chances on attacks of opportunity, watch the multiple free attacks roll in.
After my 5th restart, don't judge I have a problem, I am using Marching terror and it functions very well for this so far but a specific build would be great.

Hellknight gets Fearsomeness. I also have got 'Ever Ready' on my mythic so thats 2 extra AOO which totals to 3... so I think I'm good there? I'll keep dreadful Carnage in mind when I next get the chance. Thanks.
This does seem like a powerful combo, especially with Dreadful Carnage.

Frightened is another one of those effects. It's really really annoying for players to deal with their characters running all over the map refusing to attack the thing that feared them for a full 90 seconds - and on the flip side it's really really annoying for players to fear enemies in this game because it means you're going to have to constantly chase down every single rat that scattered around the dungeon trying to escape your fear, and anything major that you'd want to fear(bosses) are probably just immune to it anyway.
It mostly good I highly recommend it.
But in some location you should never chase.
I once had an encounter where my character chased them into another mob of enemy...
repeatedly I might add.
