It'll be worth waiting for the next major update before you start a playthrough. The game is kind of borked.
I did not mind when my paladin Seelah was able to learn wizard spells. Better than not being able to cast any spells at all.
And I think that's the reason, unless you have like 20 WIS to get extra spellslots.
Getting an extra level 1 spell slot only requires 12 in your casting stat (and another level 1 slot every 8 points above 12).
Now, if you have an archetype that reduces your spells per day, then you'd need 20 in your casting stat because the bonus spell at 12 would just be negated by the penalty.
