Very precisely on point. In most cases when one of your members cannot cast a spell it is because of that kind of debuff. Though it is surprising that according by your post, Blackadder, seemingly your entire party is affected?
Could you share some screenshots of that happening? Also some screenshots of your spellbook? I have a suspicion if its actually a bug.

From that image I see that you have several characters with stat damage, and also your characters seem to be suffering from the affects of abyssal corruption. They also have more effects on them than can be displayed directly on the UI. To see all the effects you need to mouse over the triangle at the top of their effects list (to the right of their portrait). When you do that, the rest of the effects will appear in a pop-up box above the triangle, and then you can mouse over them to see what they are and what they are doing to your characters.
I checked the effects non of them says some thing about beeing unable to cast a spell.
But the negative levels may be a reason.
Level drain is certainly a bad thing, but it is not the cause of your inability to cast spells.
The icon that indicates that your character has stat damage does not tell you whether that damage has impacted your ability to cast spells. You have to figure out on your own that the damage is affecting your spellcasting stat and is sufficient to prevent spellcasting.
Abyssal corruption also lowers stats (until cleared), and in the case of spellcasting stats if it lowers them below the threshold needed to cast a spell then it cannot be cast.
To cast a spell you need to have 10 + spell level in your spellcasting stat. For example, if you use Int to cast then you need an 11 Int to cast level 1 spells and a 14 Int to cast level 4 spells. You should be able to see your modified stats (ie reflecting any stat damage) on your character sheet; if any character has their spellcasting stat reduced to 10 or lower then that is why they cannot cast spells.
