Why doesn't the Deep Slumber spell work on demon's with no immunity?
Combat text says I overcame their spell resistances but nothing past that, no further rolls, they remain awake and not asleep.

Spells reads that it affects 10HD of targets, which I assume is the max number of targets affected. Happened multiple times, most recently against two normal inccubus with no immunites.

How come?

HD stands for Hit Dice. In pathfinder, enemies gain Hit Dice the same way characters get class levels, though they can gain class levels as well. If you mouse over the Incubus, you will see something like Outsider X Barbarian Y, or maybe only Outsider X. In that example X+Y is how many Hit Dice that creature has.

If I remember correctly 10 HD mean Level 10, not 10 target. That's why Spell with HD target only usefull at low level and early part
10 HD means 10 hit dice of creatures. That could be 10 creatures with 1 hit die each, or 1 creature with 10 hit dice, or any other combination totaling no more than 10.

If all the available targets have 11 or more hit dice then nothing happens.

Sadly enchantment as a spell school is really dodgy because they have fixed level caps they can apply to, one thing they hould desperately change is to at least make those increase with level so your level 1 enchantment spells aren't wasted slots

Spell description should state Hit Dice/ Level since for purposes of the spell, they are equivalent. So, a lvl 11 character is equivalent to an 11 hit dice creature and thus no effect. You need to inspect your targets (toggle Y button). Unless your party grossly fails the appropriate knowledge check or never met that creature type before, you’ll be able to see Hit Dice and/or class levels. And yes, if a creature has both, they stack for total hit dice calculation

Sadly, the bloated HD makes HP and HD based spells completely useless past the prologue.
