A couple of them? There's definitely one at the beginning of chapter 5.

There's a few. I've gotten them for Level 4-6 and level 7-9. I think there was a special rod that does quicken + something else, and there's always the kind of broken lich finger thing that let's you quicken sort of infinitely and gives some other bonus.

Not quicken, but since people already mentioned those, my favorite one is the one that lets you maximize+empower 3 times per day.

There's a super one you can get from a crusader battle. Can't remember what its called. But if you choose to empower it with Calistria's blessing, or w/e, you get I believe 6 uses of maximize + damage transforms into unholy.

Yeah as people said, there are at least 2 later for up to 9 lvl, 1 for up to 6 lvl
I'm pretty sure there was 1 up to 3 lvl also in a shop

You can buy the lvl 9 one in Chapter 4 from the mage slaver. And I think skeleton merchant sells the lesser one.

There are two greater quicken rods: one on the magic dealer in the Fleshmarket (Krebus?) and one is found as loot in Drezen in chapter 5, in a locked chest next to the stairs to the citadel (might also need a perception check to notice). The best of them all is in the Bladesmith Workshop: the master rod from Kingmaker.
