You can save both if you rescue hilor first, but take the evil option to abandon the crusaders in the prison and tell him to retreat, then immediately head for the inn. This leads to the death of the unnamed crusaders in the prison, but it'll save all the named characters. If you try to rescue the prisoners the people at the tavern die.
In act 5 he's in the Inn but in a bedroom on the 2nd floor in bed.

ya this is how it was for me too, i went to the prison, ony Hilor was there.
Seems it depends on previous decisions, likely from Act 3. For me, neither was in any real trouble when i got there, nor where there any crusaders in the prison. I wasn't given any dialogue to choose between them, either. No idea what caused it, though, though the prison was pretty much unused except for "Trever" in Act 3, what with my character playing Azata till 8.
