There are two versions you can experience. When you go to the market square straight and early, you can save Ramien and fight Hulrun's Nabasu.
When you go to the market square later, Hulrun behaves different and strikes Ramien right away without a chance to save him.
I don't have that option now..DId I meet him before I can't remember. I think I had that option in my first play through.
You have that option either way. It is the time which matters, not the mythic path option.
You can even meet Greybor earlier than the tavern fight.
1) Use the Angel dialogue option when first talking to Hulrun when he's arguing with Ramien. You have to talk to them before the attack on defender's Heart.
2) Go to Ramien immediately after and do not kill him, tell him you'll help him,and the need for backup
3) Here's where I'm a little unsure. You need to talk to Hulrun again, but I'm not sure if you tell him about not killing Ramien first, or if you tell him about Irabeth and needing backup at the Defender's Heart first.
I believe you'll get two notifications if it's done right though: one is for Feud of the Faithful being resolved, and the other is for getting help defending the safe zone. After the conflict there won't be a conflict between Hulrun and Ramien.
edit: You might need to talk to Ramien again after Hulrun agrees to go to the Defender's Heart
Things changing in Kenabres after the tavern attack is pretty much the only time-sensitive part of the game, I believe, and the game makes it clear that time passing is going to close some quests and options. There's also plenty of time to explore the city and see what's going on before the tavern defense. It's hardly worse than Kingmaker's time-sensitive quests.
