How do I get to the left on the map in the upper city?

how do you get to the left part of the map in the upper city where the Palace of Incest and Degeneracy is?

Rotate camera to move the islands, just like everywhere else in that city.

This is a bit hard to explain, but basically there's a portal down to the central area. From there you can go to the bridge and with camera movement go to that area of the map.
