Report a translation problem
Either it's trigger is bugged so it doesn't appear in chapter 3 every time or something is required, we don't know what, to spawn the questgiver.
I did not get the quest on my first playthrough with Azata path.
Now am replaying the game as Trickster and the quest appeared.
Possibly related triggers:
1. I did decree dragon eggs (not the food decree, but dragon bonus) as soon as I could with azata. As trickster now I left dragon eggs not "researched" at all.
2. I didn't research all relics in chapter 3 as azata, only a couple of them. As trickster I've researched them all before proceeding to chapter 4.
3. As azata I did not clear the whole map of demon armies in chapter 3. As trickster, I won them all before proceeding to ch4 (abyss city).
The trigger could also be some dialogue choice, but hard to pinpoint which one could that possibly be as both of my MCs are mostly chaotic with only a slight difference in choices.
Sidequests? I solved everything possible to solve with both paths.
Companions? No difference, all are alive and in both cases Lann was the starter choice.
