There is an ability to teleport armies, but that's a different ability. No idea if that's related to teleportation circles or if you can teleport your amies anywhere - because of the cooldown I only used it once so far.
There should be an icon for the party, at the very left, left to the mass teleportation, if you have built at least one of the cirlces. Without a circle you cannot use them, so the button probably won't appear.
It's available as soon as you can upgrade a fortress. Drezen will probably be the first one. Once it's upgraded you then have the option to build that circle there, among other things.
Cooldown for party teleportation is 1 day.
I was expecting it to allow me to deploy troops to far corners, but no, even though the other icons are working with crusade the Teleportation circle transport is FOR THE PARTY. I have found nobody explaining that on the web, they all say how to use it but don't explain that even though it's on some kind of crusade hotbar, the Teleportation Circle lets the group teleport and not the Crusade armies (for me anyway).
And even that makes sense, really, since you can only use that/need that from the map it's got no reason to appear outside of the map view. Ergo, it's where all the other map buttons are.
And, as has been said: You don't need the circles for your troops at all. You can teleport them without them - but at a cooldown of 18 days, which makes it something you only use in an emergency.
Figured out the party teleport, and IMO still worth building everywhere you can, though.
