i found one in drezen and one in ivory sanctum so far , there is the optionto kill them while they sleep but i'm lich so i wonder if i can subdue/allie/something with them later

also any1 know why owlcat removed bone arrow from the lich spellbook?

Those specific vampires? No.

But... further into the Lich storyline you get contacted by reprasentatives of undead/necromancy-endorsing nations that want to work with you. One of them is headed by a member of vampire aristocracy.

The coffin owners are surprisingly friendly towards you when you are a dhampir.

There seems to be an issue with "bone arrow". A removal, by accident eventually, might be related to that.
