The Price of Knowledge quest problems (spoilers)

I'm at the point in the quest where you need to "follow the leader of the order of the flaming lance to Wintersun" to confront the old lady. I've scoured all of the Wintersun area and cannot find the leader for the life of me. Is this a quest that is going to be completed in a later act? Or do I need to wait a certain amount of time for the leader to make it to Wintersun? Any help is appreciated!

She should be with the crazy elf woman near the tree with all the runes, on top of a little hill. Kind of like top middle of the area if I remember.
