Technically, everything worldwound related is breaking the laws of the universe. Planes shouldn't merged. Demons should be in the abyss, mortals in Golarion.

I don't know if there are more laws she has broken, but as an Aeon, she became guilty the moment she led some of the invasion.

Ironically, while Aeon kinda "redeem" everyone, it's Azata who can redeem Minagho and Chivarro and give them a "good" ending^^
