Where is Ciar? in the quest: Vengeance of Sarkoris.
I just got the quest Vengeance of Sarkoris, it tells me that Ciar is not fulfilling his duties as the leader of the everbright crusade, and to find out what is happening to him, but i am unable to locate him anywhere, any help in locating him or how to move this quest forward would be great...Thanks.

For me he was beneath the eastern set of stairs outside the citadel in Drezen.
