Keen not working

The Keen property is NOT active on Keen Composite Longbow +2. Cannot verify other weapons at this time.

Still best to mark and report it via the ingame tool ALT+B.

Reason: there are multiple items which have the same name but different object IDs.

Keep in mind that keen does not stack with feats and spells that increase threat range, so if you have something like that active then you won't see a change in threat range between a keen weapon and a non-keen one.

I can confirm that it works, you're doing something wrong or misunderstanding what you're seeing.

Longbows have a default crit of 20x3. A keen longbow should have crit of 19-20x3.

There are plenty of bugs in this game, but this isn't one of them :P
