Correct. I got caught out by this and had to reload. You have probably got an item you found in the Burning House in Market Square that is quite important and you need him to fix it up. I noticed him standing a round when Act 2 started in the camp so I just assumed he's stay there and I could speak with him whenever. He doesn't - he buggers off as soon as you go into the Commander's Tent to speak to the Queen.
1/10 for this one, Owlcat. He shouldn't bugger off until either you've spoken to him or when you leave camp for the first time. I lost a couple of hours talking to people and grinding out camp tasks because of this.
No, he does return later in Act 3.
He returns in Act 3.
