Which classes can learn spells by scribing scrolls?
I have the wizard npc who can do it, but Camelia and Ember can't.

wizards and alchemists, perhaps arcanist... don't know new classes well enough to say if there is more.. divines tend to get their spells on level up.

Divine casters never learn from scrolls but most arcane casters do. That would include wizards, arcanists, most magus archetypes, most witch archetypes, and eldritch scoundrels in Wrath as well as alchemists.

Wizards, Witches*, Arcanists, Alchemists (I think), and Magi who aren't Eldritch Scions. And the Eldritch Scoundrel Archetype for Rogues.

Spontaneous casters of any stripe (ie; Sorcerer, Oracle, Eldritch Scion Magi, etc) can never learn spells from scrolls or any other source - only from levelling up. It's the counterbalance to having all of their spells known and able to cast them in any number they want as long as they have the spell slots for it.

Divine prepared casters (Shamans, Clerics, Druids, Paladins, etc) automatically learn every spell their class has access to as soon as they get access to that level of spells. So the moment Camellia unlocks 3rd level spells she automatically knows every 3rd level spell on the Shaman spell list.

The ones who get to learn spells from scrolls are doing so because they're academics - they're learning their magic through study, not a divine connection or innate bloodline, so learning from scrolls is them copying the scroll into their spellbook to reference when preparing spells.

*Ember can't because of her Archetype, Stigmatized Witch (which changes the class into a Charisma-based spontaneous caster).

Technically witches don't "scribe" the spell into a spellbook, but they instead feed the scroll to their familiar.

Yes, their familiars eat scrolls to learn spells. Yum.

Wizards, witches, arcanist, magus, and alchemists all learn from scrolls by default.

some variations, such as Ember's witch archetype, or the magus Eldritch Scion, are spontanious casters and do not learn from scrolls.

With the exception of Arcanists, preparation casters of Arcane spells keep a spellbook and learn from scrolls. Spontanious casters do NOT learn from scrolls, nor do any divine classes.

arcanists are the unique case where they learn and prepare from a spellbook, but still cast spontaniously.
