Eldoradog achievement

I'm confused about how to get the "Eldoradog" achievement in this game. It says to put "one of each dog in the garden area", but the game only lets me drag a small portion of dogs out at any time. It physically won't let me place them all into the garden at the same time? I feel like I must be overlooking something but can't figure out what I'm doing wrong D:

Help would be super appreciated! It's the only achievement I'm missing and it's driving me nuts haha :')

I don't know if you're still stuck but I was also stuck for a while! If you are in the garden, you can move your camera to see other parts of the garden and it will let you add more dogs to that area. It took me 3 areas to get all the dogs! Good luck :)

FYI, there is a limit to the total number of objects in the garden. I was putting one or more of everything in the garden, and hit that limit. I cleared everything out, and was able to add all dogs and cats.
