1080p - sure, just don't go crazy with NPC and rat count settings (CPU bound)
1440p - maybe with lower quality
4K - unlikelly, you will be able to run the game, but it won't be very playable.
whatever you do, don't use RT, this can induce stutters, and try to keep textures low if you are playing on 1440/4K (VRAM might give you some trouble otherwise).

Part of the Humble Choice, the frist game runs OK or acceptable drops.
If you run the game at lowest settings, you might be able to maintain 40-50 fps throughout. But I wouldn't count on it. Plus your card's VRAM might also be an issue, since 4 gig just isn't sufficient for recent games.
But hey, it's only 10 bucks, so why not give it a try.

I don't know what you define as 'smooth', but by no means does the game run with 60 fps at these graphics settings. Maybe your monitor swallows a lot of stutter, since the range for Free Sync usually is between 48 and, in your case, 165 Hz.
Going by the tablet, you need a 3070 for the game to run with 60 fps on ultra settings and FHD. And that's pretty much the card you need, if you wanna achieve this goal.
I can tell, cause I happen to own this card.
Like I said, if 30 fps is what you define as smooth, you're good to go. But that's about the best you can get out of this card, even on low settings.
On this machine, the game reaches approximately 52 FPS.
