Can I still upgrade materials after beating the game?
Or do I have to start a second NG+ playthrough? I'm on Chapter 13 right now and need about 150 pieces to get the last two upgrades for platinum, and I don't think I can get that many mats in the remaining chapters.

after beating the game it's pretty much game over.

You will have two options:
1. Start a NG+ in which everything you obtained and upgraded will be transfered, and you start over, I think you can than upgrade and do everything you missed.
(Actually I think it's outright impossible to upgrade everything in the first playtrhrough, hence the NG+ function)
2. Start an entirelly new game, which means everything will be the way you started in the first place.

You can also reload a certain chapter if you missed something.

The playthrough in question is already NG+ btw. If I start another NG+ save, will everything from this one carry over to the new one?
For me, it carried over what I had at the end of completing the first playthrough, it didn't carry anything from a previous NG+ completion. The game also seems to like to 'reset' your upgrades if you jump around chapters. I had to play everything sequentially from the beginning in NG+ to get all the upgrades done. When I jumped around for the collectibles, my upgrades were all over the place. It might work differently but that's how I understood it - one way to add replay value is a convoluted experience system I guess

yes, it is in no way a great system, but I appreciate the balls the devs had to dump a hyper linear game on us with a wonky replay system to get all the achievements. I would have once called this outdated design, but games-as-a-service has made me miss it greatly

Meh it’s still dated and hardly replayable for a game like this since it’s as clunky as the first game.
