PSA: nVidia Reflex is causing CPU bottleneck
Disable it altogether. You will not notice any difference in "responsiveness", but you sure as hell will notice a difference in raw performance.

Is this an in game option? I have seen it in another game, but not in this for the M$ store version of the game I played. Did they patch it in later?

Thanks, that "fixed" it for me.

Went from 45FPS @ 1440P on a RTX 3090 with DLSS on Balanced to 60FPS @ 4K with DLSS on Quality !!

Absolutely ridiculous but at least the game is more playable and enjoyable now. CPU is heavily taxed though...

Great find, I will try this the next time I get to an area where I encounter a big CPU bottleneck.

what cpu you have? I'm using reflex and I get 60-80 fps everything on ultra 4k DLSS Quality on a 3080ti.

Then you have GeForce Experience recommending it enabled, with everything on Ultra, CLUELESS software. Btw, I confirm this post

Reflex sets a Render Q of 1, aka if your CPU bottlenecked and not GPU bottlenecked this could slow your performance down or make your FPS choppy cause your CPU cant prepare this 1 frame on time.
Standard is 2-3 frames Buffer aka Render Q so the CPU even in bottlenecked situations can usually prepare 1-2 frames to be ready.

I tried disabling it on my 3900X in CPU bound situations and it made no difference for me. Thankfully those situations are fairly infrequent so I can just about live with it.

Nvidia Reflex has nothing to do with a CPU bottleneck.

Maybe it was a bug of some sort, but when I enabled Reflex, both my GPU usage and framerate went down significantly. It isn't happening anymore, thankfully.
