I feel like it's some kind of corruption between the devs and nvidia, to sell more expensive and power-hungry 40 series cards with this game, by making it run awfully bad on purpose
Just for a small performance comparison, A Plague Tale: Innocence runs with almost 3 times more fps than Requiem. Although both use the same graphics engine and have very similar visuals.
The game pass version is the Xbox series X/S version with mouse and keyboard support with options to select different graphics options
All games that are play anywhere or cross platform games on the Xbox app are Xbox games not the steam pc version so performance would be higher in many games
You can def get better performance out of your card and don't even need to use DLSS. I have an RTX 3080 12gb, At 4k Ultra without DLSS, im getting avg of 60 fps with lows at 50fps. How I do it? Turn down resolution scale to 70. That will put the render resolution at around 1800p. Which is better than DLSS quality at 1440p by far. If you want more performance then use DLSS at 70% render resolution at 4k. But im ok with the low frames as I have gsync which helps smooth it out

Have you ever looked at your GPU usage? I have a 3090 and it went down to 50-60%. What should it be instead of a CPU bottleneck? Why are some cores running on 100% while others don't do nothing? It IS a CPU bottleneck, doesn't matter how many cores you have because the game only uses a few and it's a quite known problem for pretty much every title.

As they mentioned before, the last year most of the AAA games are struggling with CPU issues, but in a stupid and intentional way. All the Spider man remastered """"optimization"""" is questionable from day 1 from a Port company (nixxes) that have a lot of experience in this. Since the ports of the old Soul Reaver 2, they have never release a port with the issues that the spider man game have, not to mention that they are now owned by Sony...
So, when Nvidia announces the DLSS 3 and i read what it does, i get the full picture why is this "lazyness" in CPU programming come. To sell DLSS 3 and prevent the "artificial" CPU bottleneck.
I'm running a classic 3080 (with 12900k) in 1440p ultra with dlss and there's so many places where i'm heavily cpu bottlenect.. but the fps i got in this kind of situation is still okay to me, in general it is like 85 to 94~fps when rats are there
The game still really need optimization patchs for sure and add FSR for everyone
It is soo funny... I got a i7 6700k w/ Rx5700xt. N yet i also managed about 40-50 fps @ 1440p mid setting..
It is still playable at 1440p but my OC6700k w/ rx5700xt are going hot even with Custom water loop... so i make it back to 1080p instead to cut down the thermal..
