Once they're close enough, here's how I beat them (and how I fight them in general:)
Have an armored, tanky boy on your team with the Engagement mutation, lots of stamina, and either a taunt ability or mutations that debuff enemy speed. Mine was a Scavenger Hammerman that I only leveled AGI and VIT for. I think his trinkets were:
* The one that gives Engagement
* The one that gives Immortality
* The one that lowers enemy speed on crit (he had the Patience mutation so he could continually spam it.)
You'll want to get him within striking distance of the crossbowmen asap. Once you do so, their speed will be lowered to the point where they're non-issues most of the time. The Hammerman is particularly good at locking down single foes like this with his innate stunning ability that compliments speed debuffs.
You can also use a priest to tank their arrows with high enough CON and VIT. Put the Improvizer mutation on him and get him within striking range so he can keep aegis-ing himself and allies each turn. If you know he can survive, you can throw a few lifesteal/aegis buffs on allies so they'll target him more often for this setup.
Last thing: I had to sacrifice some of my troops to kill the guys protecting the crossbowmen then return to the Ancient City. Like any other city/fortress the enemies don't respawn, so you might just have to throw some bodies at first.

Most consistent way for me has been to capture swamper fortresses on the first map. I think you get random hires each time but shamans seem to pop up a lot.
