The very premise is that Kowloon, recently demolished back when the game was made, suddendly reappears days before the handover from the UK to China. It also mixes a lot of fantasy and cyberpunk elements in and according to what I've read about it, it's quite difficult to comprehed even for Japanese players (among other things, it requires to have at least some knowledge of Feng Shui).
I recommend looking for videos of it and an article on HG101. A PSVR game based on it has been released, and a proper sequel announced last November but I don't know if they are limited to Japan as well.
