Game wont start

I am trying to start game from steam but it just change back to Launch before the game even starts.
Tried to run as admin, but nothing works.

Tried to run it from local files, the it comes up with, d3dx9_42dll file is either missing or not compatilble with win 10

Im running it on my laptop, but the specs if fine

C:\Windows\System32\d3dx9_42.dll is the DirectX 9 dynamic link library file that PCM20 uses.
If you do not have that file or if the file is corrupted, PCM20 will not launch.
In this case, you must repair Windows 10 as Direct X is now part of the operating system.
