Contract signed but only cancel option?

I signed a contract with riders. I get the email that the contract is ready but not it only has a cancel option. I cannot progress without choosing this option and it results in the contract being canceled.

Edit appears this may be due to not having enough budget for the following season?

You can only cancel, because it depends on your "monthly balance" and not on the total money u have (idk if it's clear i'm french).
I litterralty lost 1 year too because i wanted to sign David Gaudu, (I've more than 1 million of money but I only receive 122K each month by my sponsor so the game calculate that i cannot pay every member of my staff ( with the sponsor money).
I'm not the 1st person to complain about that, they've to fix it for pcm 2021 because you can't construct a big team with great riders (because they want a lot of money) with a small team with a small balance.
Thats really frustrating
