SAM sites and weapon selection upon ABM and advanced ABM upgrades

I’m not sure if this a glitch or working as intended but I’ve noticed something rather annoying about SAM sites.

It appears that when you unlock the ABM upgrade all currently placed SAM sites automatically gain and switch the system on, however when being placed ABM has to be manually switched on, then when advanced ABM is researched it seems to turn the SAM system off on all currently placed sites and any placed afterwards require that their SAM be manually turned on after placement.

Has anyone else experienced this? Can SAM sites be mass toggled like bomber and silo selections can be?

There is no need to switch anything on. It is "switched on" by default. The checkboxes you click are just to show the attack radius - it is not the on/off switch.

I don't know why, but for some reason I'm imagining someone in NORAD switching a mainframe on and off because it has a frozen screen.
