First, you can choose what faction you want to spy. If you do not spy on some faction, you get more intelligence on other factions.
Also if you do not do science and/or production, you get more espionage points.
If you do neither research nor construction, you will be getting up to 10 times more intelligence info.
You might want to make a tutorial for that or at least mention it in one of the earlier tutorial missions, I think a lot of people are fumbling toward the right answer but it's a whole facet of the game that's likely being ignored because of that.
