Active gear is when you are actively leveling
Party gear is for when they are i the party
raid gear is for raids
You get group and raid gear from raids / taco's
If you have lv60 gear in your party stuff and the character isn't lv60, you won't have the bonuses.
For instance, I always level my warlock first so every character afterwards gets his Exp buff. Since my warlock will be in nearly every leveling group, I give him Party gear so he can buff the group while being an inactive character (boxing him on one of the other screens, not the active character on the main/center screen). Then I give my paladin, priest, rogue, and mage party gear, since I like using those five to support whoever is being leveled.
Think of it like this:
When you are in a raid, the game will look at your Raid gear.
When you are the ACTIVE character, being leveled, the dude on the main screen, the game will look at your Active gear tab.
When a character is being boxed on screens 2-5 or 6 , the game looks at the Party gear tab and only the Party gear tab, the Active and Raid don't matter. If you don't use a character for assisting others level after prestiging, there is no need to put Party gear on them. It does nothing in raids or while the active character, only when the character is being boxed to level another character.
