[Iron Gregarion wants you to find a way to get to Tomassi,the cartel traitor currently under the protection of the progressives] I am stuck in this quest,how to find a way?

You can get to Tomassi by going to Cellerdown, which you can reach through the overworld or fast travel to from the underrail station in Saint Gorfu.

He'll be in the Progressive Guildhall to the far right in Cellerdown.
