In theory, yes, but Steam has stopped giving even one percent of a crap what people puke up onto their marketplace years ago, and along with an international stage for developers to appear from this means lots of them out there flagrantly do things that they know are completely illegal and just don't care. Why should they? Devs come here all the time with fake names, fake addresses and fake companies and Gabe doesn't give one flying fart so long as he gets his cut.
By the time the authorities can even figure out which country their shell company is registered in (let alone where they're really operating from) the devs will have stuffed their money into an offshore account and vanished into the wind long, long before any legal reprisals can be delivered.
