This is from the Early Years scenario Patriot side.

This unit came into existence at time when Santiago was occupied by Royalists. But it still seems odd that it mobilized in the extremely Argentine province of Mendoza, rather in a Chilean province (and it can't be moved back later on because it has a movement allowance of 0.

Perhaps its mobilization should be delayed if the Patriots do not control its home province?

Its weird, this unit should appear as purchased, not as an event. Will check it,

Looks like this is the garrison of Santiago, defeated and retreated to Mendoza. This is not a bug. As a garrison can't move. Patriot player can choose to leave it there or eliminate the unit in order to be build later again in Santiago.
