Here's a different example. If you've seen even a little anime, you'll probably notice prominent usage of armbands among members of a group or organization. Does that mean they're nazis?
No. It's because these gestures and symbols will simply show up in a different context when your culture never stigmatized them.
This is what offended Westerners cannot get in their heads. Do you really think SE would be making this change if no one outside of Japan recently brought their attention to the "issue"?
