The ACTUAL WAY to unlock General Leo, as handed down from the Video Game Music Sister Sites of the late 90s:

1.) Start the game, watch the intro, but DO NOT advance the text with the buttons. Let the text auto-read until they leave the ridge.

2.) THIS IS VERY IMPORTANT, look to this video for reference:

@ 4:03-4:04, the Magitek in the middle of the group and furthest to the right will walk through a dark patch on the ground. When it is in the absolute middle of the patch, hold L+R+A. If you do it right, you will hear a chocobo sound (WAH HEE HOO!) and you will know you did it right.

3.) Play through the game as normal, until you get to the Opera Event. FAIL ONCE (any way you want) then do it as normal. (in-game, this gives Ramuh and the other espers in Zozo more time with Terra, helping her get even more in touch with her feelings, which even if you're not going for Leo, will improve her stats when she's back in the party again, but you must do this step for Leo.)

4.) Keep playin' until you reach Floating Continent. Do not wait for Shadow, as sacrificing him is what opens up the spot for General Leo in the data.

4.) DO NOT go to Leo's Grave in the WOR until you have Terra, AND until you get Locke back along with Phoenix. Also, by this point you must have: 99 of each: tonic/tincture/tent, as well as 10 Ogre Nix (WON ONLY FROM COLLOSEUM BATTLES,) and 8 Economizers (gotten from Brachosaurs.)

5.) Go to Leo's Grave with Terra as the party leader. have her stand in the space right in front of the Grave, FACING the grave, and interact with it ONCE, so it shows the text. Then keep her standing there for an hour. (Go do something else and let the game run.) If you did EVERYTHING right, after 60 or so minutes, a dialog will start automatically where Terra (after her long vigil) beseeches Phoenix to revive Leo, which he will. (This will not stop Phoenix from Reviving Rachel.)

BOOM, Leo is now in your party. He's kinda like T.G. Cid in FFT, where once you get him he's stupid broken and you never lose because of the brokenness.

Honestly, this romhack is incredibly fun. I'd recommend it to everyone who ever wanted a bit more meat to the story. It fixes some of the really weird design choices Square made and it also adds two new characters. (leo is one of them and he is included in a pretty significant way, to the main story).

It does look like fun -- who is the 16th character? I see an imp in the roster screenshot. Is it simply an imp or is that misleading to hide the identity?

The 16th character is Kappa (the imp that teaches you stuff in the tutorial).
Initially I was a little put off by the idea of a meme character but Kappa works really well. I can't recommend the hack enough.

Very interesting -- my hankering for ff6 comes back every couple of years.

I have modified the game in the past adding Darill as a playable character -- which meant I replaced Gogo with her sprite work. But that was in the newer ff6 with the bigger sprites. Maybe I can figure out how to add that mod with a more pixelated sprite.

Kappa is not a bad idea - especially since there is imp equipment in the game if I remember correctly.

There is imp equipment, yup. And in the romhack only Kappa can equip it. They get all of the benefits of Imp equipment but none of the negatives from being an imp.

Yeah that's one of the old-ass, geocities ones. I can't actually remember the site name but it was something very 90s and web 1.0 like "FINAL FANTASY CIA" or whatever crap.

Interesting thing with that character is that it was originally intended to be able to bring them back as a permanent character via a side quest before it was scrapped. They still have unique dialog options if you have them in your party after the point they are permanently removed.

That is not exactly true, Aeris was never meant to be revived in any way. She is the first and last thing you see of the game (both in the intro and in the credits) and reviving her would break the whole story and character development.

There are indeed scenes where she has dialogue after she is "removed" (yup, still too soon ^^ ) from your party, but that is just because the game wasn't made beginning from the first scene to the last. When those "impossible dialogues" were added in the game, the story wasn't completely fixed and they simply couldn't know if her death scene would happen before or after the point they were creating.
There is actually a way to get General Leo, but it involves the sketch glitch. He is also inside magitek armour, so you dont actually get his abilities, just his sprite shown in your party.

Sketch glitch is SUPER buggy and is a RNG flavour bag. You never know what you gunna get when you use this particular bug.

No idea if this bug will persist into this version though, the above is from the SNES version.

Glitch isn't /quite/ the word. See, the characters in FFVI (and most games, really) are assigned a value, and the game will say "use character of this value here" or whatever.
To save space, they used the same value for Bannon and Leo, just setting a flag to change to the next character for that value -- the same thing is done with all the Moogles near the beginning. You can see this in action if you watch an any% Sketch speedrun -- rather than Celes, Kutan (a Moogle) will be in the party. because the flag to change Kutan to Celes was never changed, as she is never recruited in that run.

So effectively since the "use Leo for this slot" flag has been set by pushing the story past where it 'should' be (because of the sequence brake with the airship glitch), you have Leo in your party instead of Bannon.
This is the correct explanation. This is also why it's impossible to add Leo or any other NPC to your party with a simple game genie code. At a certain point in the game their data is overwritten with some other NPC's data.

If you want to add Leo to your party, download a FF6 editor and replace one of the normal members' data and sprites with Leo's.

As someone who spent thousands of hours with this game and a game genie in the 90s, you totally could just add Leo to your party. Kefka as well, but Kefka had a blank command list, and would freeze, unless you also ran codes to fill out his menu. What you couldn't do, was add them to the party roster. Just dropping them into a party slot was easy though.

I heard the one about the dinosaur forest long ago in the 90s. Someone after 5000 battles fought a Gold Brachosaur and it gave them something to revive Gen Leo.
