Is that what they've done with part 1-3?
No.
The first two used HP totals from the PSP games.
FF3 started out like the NES original but the later you got in the game the enemies had extra HP.
FFVI is within the age of 65535 being the max stat for HP for any enemy. We should see with FFIV if they give Zeromus more than that as HP then we'll have a good idea if Kefka is stronger.

The GBA superbosses actually made it to where even though a boss felt like it had 300,000HP you're actually just fighting 4 instances of that boss at 65,535HP. It's a weird time.

The second tier is ridiculous, and that's usually where I die, if I do. For me, it's nearly impossible without Haste/Hastega. One time, I tried to play through the game without Ultima (taking the Ragnarok sword instead, yes I know about the Paladin's Shield and I eventually did that nightmare "purification" job), and I had a very difficult time with the third tier. It amounted to a stakeout with only Relm left alive, precariously alternating between healing and damage-dealing, while making sure to have Reraise applied at all times. Usually she does straight 9999 with Ultima every time; this time, without Ultima, the best she could deal was around 3000 with Meteor.
And actually, once I got past the third tier, I think Kefka did kill me. I probably couldn't recover from Heartless Angel fast enough, and he dealt the deathblow with Havoc Wing.
