what legal issues? i doubt there would be any since both enix and square merged, forming square enix.
i think they just left it out because it would be more work on their part to add it in.
A named person could ask for money , or if they are dead, relatives could ask for money if the name shows up. I'm just guessing here.

FF IV => no The After Years and no developers room.
We only have slighty reworked ports of the GBA versions released ages ago...Without the various bonus. And they dare charge us 18€...Scam.
The PSP ports display graphics so superior to these ones...
Cool opinions, but yeah, not including later, generally poorly designed extra content doesn't make them incomplete. That's nonsense.
