Each command in battle has an amount of points associated with it that get added to an invisible total. When you meet the necessary total, you gain a job level. Each command gives a differing amount depending on which job your characters have (Ex. Have magic using classes cast spells will give them more job credit than attacking or defending, while melee classes get more credit for using the Attack command).
The commands that don't give job credit are "Item", "Equipment", "Row", and "Run Away". Any other command will give job credit.
As well, any defensive command such as Defend or Guard (for Knights) not only give job credit but have a higher turn priority than other actions. So, any character defending will always get their turns before other combatants. You can use this to your advantage to maximize job credit per battle. Say, for example, that there's only one enemy left and your melee attackers are likely to finish them off. You can have your mages defend to squeeze in an extra turn's worth of job credit before you end the battle.
Hope this helps a little :)
