Arc missing

Just started and made it to Ur. Arc is supposed to be in northeast in the trees but he's missing. Just a girl that says she is picking flowers. I've gone to the next town and it won't progress because I never met Arc first. Anyone run into this before?

Hmmm...so then how do I progress the story? I've gone through every building and location I can think of and nothing is working. I've played the game multiple times on emulators so I know how it is supposed to go. I've tried to read every walkthrough I can but nothing gives me any indication of how to progress. Thanks!

What part are you stuck on? Just go to the next town and get the airship.

In this version you already start off with a party of four.
You need to find Cid in Ur (just talk to the ghost like characters until he responds). He'll tell you where he hid his airship for the story to progress.
