Perhaps, you can have 2 characters hit the enemy with healing staffs to keep them alive longer and have 2 other characters hit the enemy with weak weapons to try and level up that skill.
As mentioned above, equip weakest equipment and use the character's weaker hand for whatever you want to level up faster.
If you think you can take them, there are some high level mobs at Fynn Castle just before the locked gates if your progress slows up on the Captain.
You don't need a high HP enemy to level up your weapons and spells faster.
If you equip your guys with the starter weapons, they will usually do 0 damage on the high rank enemies AND you will be levelling them up faster than if you are equipped with the stronger weapons, it's win-win.
If you fight the Captains in Fynn, they can eventually flee the battle, meaning you still get all the weapon/spell level gains as if you had defeated them.
If you have the canoe (early game) you can reach here. The only problem with these guys is they spam status magic and have it as added effect on their regular attacks.
Try going north and fighting the Chimera enemy in the Palamecia desert (forgot name of the enemy) and let it blow the burning breath. This will level up your Magic Defence and then the Mysidia enemies will struggle to hit you with their status attacks.
The fact that you have good Shield skills will help you as well.
Generally I find swords to be the best.
I did the same with spell skill with just Firion and reached 16 max that fast. figure out with same experiment works wonders. So I'm did the knife and (Forgot what word that is.) that's fast. So NinthNei thanks for the tip.
Just make sure your magic defence on your characters is not too low, or else you could be ambushed by status changing enemies right in the middle of a dungeon.

As for magic, if you are like me and didn't use them much unless required (flans/turtles), then you can use the damage tiles (I used lava) and heal everyone individually after every step. It took me roughly 2 stacks of ether to go from lvl 9 cure to 16 and it only took a few minutes. The shop isn't too far so restocking is simple with Teleport and airship access.
