No one can really come to a consensus on whether it is truly a bug or not. Previous versions of FF2 didn't have a 100% chance of being inflicted with a status effect, but it was still really high. Now in this version if you are hit by an attack that can inflict a status effect, you will be inflicted.
Honestly the difference between this version and previous versions is pretty negligible even considering that. It is still a matter of increasing your Evasion and Magical Defense to the point of avoiding most attacks to begin with. Sure, you can argue that's a cheap way to play and extremely grindy, but I'm not sure that wasn't the intention to begin with, even from the older versions of the game.
Or if a person doesn't want to go through that extreme of an effort, just make sure your de-facto WHM, or at least the person who has Esuna, has high Evasion and Magic Defense and there shouldn't really be any instances where you are basically locked into a battle that can't be won.
The "bug" can be annoying at times, but the people who make it sound like the game is so cheap and impossible to play/beat as a result of it are grossly exaggerating.
